CONSTITUTION

Mighty Dogs 4-H Club

October 2006

 

Article I. Name

 

The name of this club shall be the Mighty Dogs.

 

Article II. Purpose

 

1.      To have fun while learning practical skills in dog training.

2.      To stimulate members’ personal growth and development; help gain confidence and personal values; provide learning experiences for members to practice and evaluate their growth (exhibits, public speaking, demonstrations, judging events, tours, camps, and many others.)

3.      To help youth develop responsible citizenship; learn democratic procedure; share in community development efforts (conservation, beautification, health, safety, recreation and economic development).

4.      Develop effective leadership among youth and adults.

 

Article III. Membership

 

1.      Membership is open to all qualified youth regardless of race, color, gender, national origin or handicap.

2.      Local membership eligibility is determined by county guidelines and the specific purpose or projects of the local club, its leadership and membership. However, national age policy governs participation in the state of Colorado. Youth must have reached their 8th birthday before January 1st, but not reach their 19th birthday before January 1st of the participating year.

3.      Charter members will be those present at the meeting in which the Constitution is adopted.

4.      Duties of the Members: It shall be the duty of each member to become fully acquainted with the club plan and procedures, to attend meetings regularly, to study all materials received from the Extension Service of the Colorado State University, to do as much of the project work as is possible, to present one demonstration to the club, to complete the project, to furnish records of the work done, and to perform such duties of office or committees as may be required. Each member’s enrollment fees and dues to be paid by January 1 or membership will be dropped. First year members will present a report on their dog’s breed in lieu of a demonstration.

5.      Any member attending college, but still of 4-H age may be eligible to maintain a club membership. They will be expected to maintain record books and complete all projects. They will be exempt from attending meetings regularly, giving demonstrations, or holding office.

 

Article IV. Officers

 

The elected officers of this club shall be President, Vice President (President Elect), Secretary, Treasurer, Reporter, Pledge Leader.

Appointed officers will be Senior Youth Council Representative, Intermediate Youth Council Representative, and Junior Youth Council Representative.

 

Article V. Meetings:

 

The club will have as many meetings as necessary to complete project work and to carry on a successful club program. Members must meet the minimum of 50% of all business meetings, 50% of all training meetings, 50% of all community service projects, and 50% of all club fund raisers.

Mighty Dogs

 

Article I. Election of Officers

 

The Officers shall be elected at the first meeting following the State Fair Dog Trials.

 

Article II. Duties of Officers

 

The President shall preside over all meetings, serve as a Training Buddy to new members, and serve as Chairman on 50% of all committees. President shall be in their fourth year or above of membership in the club, and will be Intermediate or Senior in age.

 

The Vice President (President Elect) shall preside over meetings in the absence of the President, serve as Training Buddy to new members, and serve as Chairman of 50% of all committees. Vice President shall be in fourth year or above of membership in the club, and will be Intermediate or Senior in age.

 

In the event that the Vice President Office is held by a member in their last year of eligibility for the 4-H program, a special election will be held to fill the position of President Elect. This person will then move to the President position the following year.

 

The Secretary will keep minutes of all business meetings, keep attendance records for all meetings, and serve as Co-Chair to 50% of all committees. Secretary shall be in their third year or above of membership in the club.

 

The Treasurer shall keep records of all income and expenses of the club, pay all expenses (checks must be signed by both the Organizational leader and the Treasurer), and serve as Co-Chair on 50% of all committees. Treasurer shall be in their third year or above of membership in the club.

 

The Reporter shall write news articles of all events and other general interest stories and have it printed in the local newspaper monthly. The Reporter shall be in their second year or above of membership in the club.

 

The Pledge Leader shall lead the club in the recitation of the Pledge of Allegiance, and the 4-H Pledge at each business meeting. The Pledge Leader shall be in their second year or above of membership in the club.

 

Youth Council Representatives (one senior, one intermediate, and one junior) shall attend all Pueblo County Youth Council meetings, and report back to the club any necessary information.

 


Officer Meeting Standards:

 

All officers shall attend 75% of all business meetings, 75% of all training meetings, 75% of all community service projects, and 75% of all fund raisers.

 

Article III. Committees

 

The President or Organizational leader may appoint committees for special purposes at any time. Committees will be presided over by either the President or Vice President, with one leader – advisor.

 

Article IV. Meetings

 

The regular business meetings of the club shall take place on the first Thursday of each month. The President shall set the agenda. All agenda items should be given to the President one week prior to the meeting. Training meetings will be held every Thursday from January 1until the State Dog Trials (exceptions for the business meetings). Other meetings may be called as deemed necessary to complete the work of the club.

 

Article V. Quorum

 

A quorum to do business shall consist of a majority of the club membership.

Article VII. Program of Work

 

A program of work shall be written and adopted by the club by the third meeting of every year.

 

Article VIII. Rules of Order

 

A “relaxed version” of Robert’s Rules of Order shall govern the meetings of this club.

 

Article IX. Amending By – Laws

 

These By – Laws may be amended by two thirds vote of the members present at any regular meeting.

 

Article X. Dissolution of the Club

 

Upon consideration of disillusionment, the Mighty Dogs will inform the agent of Pueblo County as to their desire and conformance to the following procedure:

 

The Mighty Dogs 4-H Club shall be terminated and dissolved upon: majority vote of the membership in favor of dissolution and termination of the club.

 

Upon dissolution and termination of the Mighty Dogs 4-H Club for any reason, the officers shall take full account of the club assets and liabilities, and shall liquidate the assets as promptly as is consistent with obtaining the fair value thereof, and shall apply and distribute proceeds thereby in the following order:

 

1.      to the payment of debts and liabilities of the Mighty Dogs 4-H Club

2.      to the setting up of any reserves which the officers deem necessary for any contingent or unforeseen liabilities or obligations of the Mighty Dogs 4-H Club; and such reserves shall be paid over by the Treasurer to an escrow account designated by the officers to be held for the purpose of distributing such reserves and payment of any such contingencies; at the expiration of such period as the officers of the Mighty Dogs 4-H Club may deem advisable, the balance shall be distributed as hereinafter provided.

3.      The balance remaining shall be distributed to the Pueblo County 4-H Foundation for the purpose of program development directly relating to the enrichment of the quality of life of 4-H members and volunteer 4-H adult leaders.

4.      In the event that the Pueblo County 4-H Foundation does not exist at the time of disillusionment of the Mighty Dogs 4-H Club, the balance remaining shall be distributed to the Colorado State 4-H Youth Fund.

 

Each of the members shall be furnished with a statement prepared by the Mighty Dogs setting forth all assets, liabilities, and distribution upon complete liquidation. Upon compliance with the foregoing terms and manner of distribution, the Mighty Dogs 4-H Club shall cease.
